If you are a potential contributor, you should see a 'My papers' item in the navigation menu and/or a link allowing you to create content corresponding to the submission of a paper.
If you are a potential reviewer, you should see a 'My reviews' item in the navigation menu, and probably have received an e-mail about papers assigned to you for reviewing. You can create and edit a review only by following a specific link, which will exist on your 'My reviews' page after you have been assigned to review a specific paper.
If you are a so-called 'manager' of the conference, you should see a Manage conference item in the navigation menu, and be able to administer review assignments and decisions concerning all submitted papers by following that link.
