Release "dev" tagged as SL99f_5 -> "new"

August 17, 1999 "new" (SL99f) version of library has been updated with "dev" (SL99g) changes tagged as SL99f_5.

"dev" still pointed to SL99g

This is a weekly release "dev" -> "new" to propagate new changes in codes and macros.

The summary of major changes in makers, classes, pams modules and macros since release library in August 10 are outlining below.

• StEvent:

• StFlowAnalysisMaker - new maker  to analyze Flow using the FlowTag;

• StEventDisplayMaker - StVirtualEventFilter moved to St_base;
• StEventMaker - removed ambiguity for vertexMatchIndex;
• StAnalysisMaker - modified to print out the events # with each set of QA stuff;
• StFlowTagMaker - removed parameters;
• StDisplayMaker - modified iostream -> iostream.h for HP;
• StV0MiniDstMaker - modified to merge StV0MiniDstMaker StXiMiniDstMaker, fixed compilation problem on HP;
• St_tpcdaq_Maker - 8 to 10 bit conversion has been implemented, added full path to trans_table.hh, made Cain correction and fixed bug for TRS mode;
• St_dst_Maker - added tpc_dedx table to dst_dedx_filler;
• St_tpt_Maker - modified to use tde, added tpc_dedx table;
• StUtilities - added file StHFillVars.h, modified StHFillObject, added QAInfo message types;
• St_srs_Maker - increased row size of scs_spt and scs_result because of huge venus events

• TwoSideDraw.C - new macro to draw pixel and hits;
• QA_bfcread_dst_testtables.C - new macro to read dst and run St_QA_TestTables_Maker to QA infor about dst tables; 

Modified macros:

• tpcdraw.C - modified to make it compatible with the new bfc.C;
• makeV0MiniDst.C, readV0MiniDst - modified to reflect new revision of StV0MiniDstMaker merged with StXiMiniDstMaker;
• QA_bfcread_dst_tables.C - modified to make loop over many events;

• tpc/tpcgains.txt - added new file to gain from Fabrice's pulser calculations;
• tpc/noiseElim.tpcdaq - modified to include bad pads from the east side;

• tpc/tpt - modified tpt_make_segment.F to fix variable identifying sector;

• l3/ftf - modified to fix the bug in getTracks, handle refit without vertex, added infoLevel flag to avoid excessive print out;
• tpc/tid - added tde.F and tde.idl to store results in tpc_dedx table, freeze tde_new.F;
• tpc/tfs - modified tfs_tpchit_merge.F to check the distance along x instead of y when decided whether it should be merged;
• gen/inc - added hepevt.inc;
• gen/ven, /g2x, /hij - modified to move hepevt.inc to gen/inc;
• gen/pyth, /ven, /mev - unify hepevt;
• svt/stk - modified to use StInfo and Lanny's convention;

added and modified scripts for managing production DB and SW guide;

• lastBulletun.pl - added to report time since last software bulletin;

• cvslog2html.pl - modified to introduce account for some screwed up records;
