Migration ".dev" SL99j -> "dev"

December 1, 1999, ".dev" (SL99j) version of library has been moved to dev.

Former "dev" SL99i has been left alone.

New features:dev (SL99j) has new officially released version of ROOT 2.23.09 installed.

The number of users Makers and macros have been developed to adjust to new DST tables and StEvent definition: StLaserEvent, StLaserEventMaker, StMcEvent, StMcEventMaker, StDbUtilities, StQACosmicMaker, StSpectraMaker developed but still isn't compiled on Solaris .

Fixed bug in tfs, tte, global/egr, global/dst, St_dst_Maker, StEvent.

ftpc/ftp is modified.

bfcread_hist* macros for analysis have been modified to add input TopDirTree in order to tell which top level directory hist file has since sometimes it's not bfcTree.
