Release "dev" tagged as SL99g_7 -> "new"

November 3, 1999, "dev" (SL99h) version of library has been tagged as SL99g_7 and checked out to the new AFS area SL99g_7. "new" now pointed to SL99g_7.

Version SL99g with tag SL99g_6 is still available via starver 99g
