Updates "dev" SL99i with changes in ".dev" (SL99j)

November 22, 1999, "dev" (SL99i) version of library has been updated with changes in ".dev".

New features: new version of ROOT 2.23 (the trial version) has been installed to fix problem with "unsign long" type of variables used in new DST table definition which previous ROOT version didn't understand correctly.

St_base/StArray has been fixed to make possible to run StEvent in bfc chain.

Number of codes and macros has been updated to fix bugs.
