Release "dev" tagged as SL99f_7 -> "new"

September 1, 1999 "new" (SL99f) version of library has been updated with "dev" (SL99g) changes tagged as SL99f_7.

"dev" still pointed to SL99g

This is a weekly release "dev" -> "new" to fix the bugs and to propagate new changes in codes and macros.

The summary of major changes in makers, classes, pams modules and macros since release library in August 25 are outlining below.

• StChain:

StAnalysisUtilities - new code is a possible class for histogrammable collections of Tobject-derivatives call StHFillObject;

• StAngleCorrMaker - modified to work in new StEvent;
• StUtilities - StHFillObject removed;
• StTpcDb - added gains and timeoffsets;
• StQACosmicMaker - fixed number of bins for row plot and changed fit function to landau;
• St_dst_Maker - added check of used rows against table size, in StKinkMaker removed SetNRow;

Modified macros:

• MakeV0MiniDst.C, readV0MiniDst.C - modified to use StAnalysisUtilities;

• global/v0 - fixed det_id for trk bug;
• global/egr - replaced bfield with abs(bfiled_ to cover negative field;
• geometry/svttgeo - modified Nlayer;
• tpc/tcl - added new table tphitclus;
• tpc/tpt - calculation of possible number of points deactivated;
