HV for towers set v_D, relative matching CuCu slopes

    INPUT: HV set v_C~= first used in CuCu 2005
  1. Gains determined from slopes from CuCu. Timing was approximate. Used runs:
    crate 1+2 : R6020038
    crate 3+4 : R6020043
    crate 5+6 : R6020047

    Note, The CuCu data are of questionable quality (different runs & timings).

    PROCEDURE:
    GainAverage.C Run this file first.
    The input file is TowerGain.dat and is from Jan's table. The output of this file is ratio.dat . This tells you the ratio of the tube's gain to the average gain for it's corresponding tower as well as flagA, flagB and flagC.
    flagC = 1 if PMT & CW & HV was not changed from 2004 in HV set V_C. it is 0 otherwise.

    ChangeVolt.C Run this file second.
    The input file is the previous programs output (ratio.dat) and the output is the new .epics files (find below). Tower were changed if the gain was outside 10% of the average.
