Release "dev" (SL99j) -> "new" tagged as SL00a

January 3, 2000, "dev" (SL99j) version of library has been tagged as SL00a and released as "new".

Former "new" SL99j_1 has been left alone.

SL99i has been removed.

New features:

• global/idl modified so that the variables are written in descending order of length across row, this is a safety measure to ensure no extra memory spaces in the middle of a table;

• StEvent, StEventMaker, StarClassLibrary, StDbLib, StDbBroker, StItilities - modified to cope with new compiler version on Sun (CC5.0);

• StarClassLibrary - added analytical solution for dca between two helices in the case B=0 ;

• StBFChain - added dc99 tag for December 99 test run, removed StEevnt from default output;

• St_l3t_Maker - created double interface to read DAQ format ot tpchit_st from tpc;

• St_l3Cluffi_Maker - modified to feed tracker with banks instead of tcl_tphit structs;

• pams/l3 - modified to switch off cluster deconvolution, global Level 3 analysis framework has been implemented;

• pams/geometry, sim/g2t, sim/g2r - new tpc hit positons have been implemented;

• bug fixing, getting rid of warning messages and minor modifications have been made for number of makers.
