Release DEV -> NEW tagged as SL00a_2

January 22, 2000, DEV version of library has been tagged as SL00a_2 and released as NEW.

This is a bug fixing release.

Former NEW SL00a_1 has been left alone.

Fixed bug in global/egr, global/ev0, StEvent, St_TableSorter, l3/l3Clufi, tpc/tpt - fixed some QA problem, StPeCMaker modified to adjust to new StEvent, StDbLib modified to finish transaction model needed by online,StHistUtil moved to StAnalysisUtilities, ftpc/fmg - a number of files replaced by other one to move to c++ compiler, StMcEvent, StMcEventMaker, StAssociationMaker changed to be compiled with CC5, StFlowTagsMaker, StFlowAnalysisMaker - fixed to be compiled. A number of macros have been modified for DST analysis.

StRrsMaker added to the repository.
