Migration ".dev" SL99i -> "dev"

November 15, 1999, ".dev" (SL99i) version of library has been moved to dev.

Former "dev" SL99h has been left alone.

New features: the library has new definition of DST tables and StEvent. New data structure is incompatible with previous versions of library. You cann't read DST produced in "pro" or "new" versions with macros from "dev" library, you have to use "new" or "pro".

"dev" library still has a problems which should be fixed but the main purpose of this migration is to make this version official and to give users chance to adjust their Makers to the new definition of DST tables and StEvent.
