TPC Inner Subsector: Final Readout Convention

TPC data are transmitted by the TPC readout boards as hi/lo pairs of 10-bit words that the receiver board distributes between 3 mezzanine cards. The convention was chosen so as to keep data from a pad row within a single mezzanine card to the extent possible, while also sharing the data load between the three mezzanines.
