      It looks like the same problem as David Calvet has seen .

    You have to make sure that in your home dir you 
 type  ( It's better to logoff and on again to clean your environment ) 

     source setup.sh 

 ( not  source setup.sh -tag=gcc ) 

   and use my home requirements file 

   
In TestRelease/TestRelease-xx-yy-zz/cmt 
    I always do 
       cmt config 
       and then
       source setup.sh 
        gmake
