The time-out is brought back to 100ms. I still have some slack to go
down to 40-50ms. If really necessary, we could go down to 20-30ms but
this requires a test run because it closes in on the limits of the linux
kernel.
daq is reload & restarted (and i'll be in the office at rice ~11am EST)
