i think we are safe against moving L0s back in time by 1 or 2 rhic
ticks. The system coincidence window is pretty wide open (790ns)
compared to last year's (215ns). If we really want, i suppose we could
shift the window by some 100ns just to make sure we're less susceptible
to another L0 while processing the current one.
