tofrhv: automatic trip recovery

I introduced an auto trip recovery feature to the monitoring software.
In case any of the HV readback values is 0 and a status file indicates
the system should be on, it will wait for 3min and then ramp up again.
During those 3minutes no other monitoring jobs can run. The
tofrhv_ON/OFF commands update the status file.
