tof run control problem

fyi... 21:16 in tonight's shift log: "TOF OUT"

i just called MCR and spoke w/ tapan,
he's going to send an email w/ some details... quick summary is there
were problems starting runs, which sometimes did and sometimes
did not seem correlated with tof being in, and then jeff
looked into it and in the end he decided to change L2
writes to 'none' and disable tof under run control for now...
