tofp HV error

Hi,

I am the detector operator for shift 7:30-4:30PM. I see that there is red
error on SC for tofp HV. Opening the corresponding window shows 4 channals
with HV values that are far out of normal set value range.

We just ramped up the STAR magnet. There are some beams in the ring. FEEs
for all other detectors are off. Jamie Donlup, the shift leader, wonders
why the topf HV is on.
