Tonko --
To keep backward compatibility you can use the bankheader.format_number
which is in every bank header (ADC, TDC, etc) and is 1 for the y2 data
and 2 for this year's data (y3).

The lengths of all banks are correct for Y3 (but obviously have been
different for Y2)
