we submit for your consideration a mature draft of the TOFp/pVPD
NIM paper.

Some comments/questions:
TPC data was used, but only to provide the tracking information needed
to show that the system works as expected. We have intentionally
avoided any depiction of the system's performance that might suggest
useful physical information on hadron production in the run-2 data.
But we have still assumed that a 'ruling' is needed here.
Does this document require a GPC and so on as for 'physics' papers?
We ask that whatever internal review of this document is appropriate
be set-up/scheduled so this paper can be submitted in a timely way...
Finally, John Mitchell's institution is listed "correctly" as NASA-GSFC,
even though he is, in STAR, associated w/ Rice for accounting purposes...
Is this a problem?
