Photos random number generator rewritten from PHOTOS FORTRAN.

Generates uniformly distributed random numbers between 0 and 1. Must be initialized by call to PhotosRandom::initialize(). Original authors: B. van Eijk, F. James, G. Marsaglia and A. Zaman
