our local trigger efficiency has dropped by a factor of two (2) !!
the recent major changes
a. L2 timeout change
b. mon_ratio=100
c. pvpd gains
from franks reply above, seems it can't be b.
the changes to the pvpd gains were in general decreases,
so i didn't just crank up the pvpd singles rates w/ that
change, so i think it's not c.
leaving us with a, or something else. (?)
