top frame: ..._to4022095 (before pvpd gain/L2 timeout changes)
middle frame: ..._to4024018 (after, but mon_ratio=100)
lower frame: ..._to4025019 (mon_ratio=10, last nights data)

now to 6bits, where sixth check is true if
all adc and all tdc == 0 (fake data)

= 7 means strobe evt w/ pvpd singles=0
=15 means strobe evt w/ pvpd singles>0
=25 means physics event
  32 and above means fake data events

comments:
- last night's data had phys/total ratio ~25%. no =7 events seen
really.

- =15 and =25 have pvpd singles scalers>0 are generally
always in the ratio "=15":"=25" ~ 2-3:1 for these runs

- =43 is 110101 -> fake data w/ scaler[9]=scaler[10]=1 and
the pvpd singles scalers >0. i see these of order 1-2 times
per 10k localmon events....

- =41 is 100101 ->fake data w/ scaler[9]=1, scaler[10]=0 and
the pvpd singles scalers >0. these are only seen in the most
recent localmon data.... again just 1-2 per 10k events

comments?
