TOF DAQ timeout increased, localmon restarted

As of run 4056017 the tofpdaq time-out is increased from 0.1s to 0.5s.
Nicolai will make a note in the STAR e-log. At a first glimpse I still
see many time-outs (lost L2 accepts/aborts, a few times per minute) the
new localmon data. For that I restarted the localmon and moved the data
file to localmon_to4056016.dat
