it seems to me that we should not "partially" start up the TOF system.
We don't want funny camac DMA errors because half of the system reads
out 0s (that wouldn't be the first time!) ... so maybe the message to
the shiftleader list is little premature ;)

having ssid that, what is the status of tonights run: will it be only
4-8hrs or will there be more of those occasional oppertunities in which
case we could consid turning on tofp just for monitoring its status ...
we don't wanna have any surprises when pp is reall running ... bill?
