Question: unique identification of strobe signals

I need a unique way to identify strobed signals on the pVPDs so the
StEventScavenger can removed these events for the TOF miniDST. Last year
the strobe criterium was all 6 pvpds gaving tdc values between
1600-1650. This year the strobe signals are significantly lower
(885-1070) which brings up the question whether this enters the TDC
distribution or not ... i guess not, but not having seen any recent TDC
distributions I want to be 100% sure that no physics event accidently
gets cut out because of this.

A 1st stab would be 950< pvpd(0-5) <1050 ... possibly tiding it up w/
sc(9)=sc(10)=1
